Background Checks Again - State level _ Equipment too

Finally remembered to call the State about whether our background checks have been received by them.
Remember I had to call the third party company that does this - to speed things up - to be told they already sent it in? Well they confirmed they did so I decided to follow at State level to see if all's well.
So I call the State - a very patronizing Diva at the level 1 call desk tells me to calm down as it takes them 8 weeks to process the background checks. Ok, 8 weeks - so why, I tell her, does her website say 48 hours if we go through the third party? It's 8 weeks for the State to do it but 48 hours if I get off my ass and do it for them and pay a premium for the privilege. So she puts me through...
...34 minutes later I'm off hold and have someone to speak to. Thank you. The problem is that we had our background check performed BEFORE we applied for the license. This means when the third party sent in the results there was no application to match them against. This means they go into The Back File. No one checks the back file as a matter of course. No one noted that we said we had the check performed.
So why did we bother to get it done so promptly? it was because there are WARNINGS and instructions that say the application is rejected if we do not submit our background check cards. Obviously this instruction does not reflect the process used.
So there's no timeframe on when the back-file is searched, but she said she'd have someone do it for us 4. If they cannot find it then they let us know by mail. At that point it's get it done again, but I don't see why we should pay again.
OTHER NEWS - Anton spent 4 days in Hospital. He's home now but it's not over. We all wish him well.
EQUIPMENT - I've just finished spec-ing out the pump etc. The fittings, valves etc is confusing so I sent it to St.pats for checking. We're looking at about $1600 excluding freight.
